Dozens of cargo ships halted outside West Coast ports this weekend until a 36-hour management lockout of dock workers ended. But in the San Francisco Bay Area officials said there were not enough longshoremen available to handle all of the waiting cargo ships. The shipping lines and terminal operators at 29 West Coast ports are to resume contract talks with the longshoremen´s union Monday.
