Secretary of State Kevin Shelley is proposing election reforms to avoid problems like those that plagued Florida in 2000 and 2002. He says California should end all use of punch-card voting machines of the sort that made “hanging chads” famous.
Incompletely punched voting cards ultimately required a Supreme Court decision to install George W. Bush as president. The state also should provide more training for election officials, and more information for voters.
