State To Decide On Terror Threat Warning System

California is considering a four-tier system to decide when to warn the public about possible terrorist threats.
Governor Davis´ new terrorism adviser says the decision grew out of confusion over Davis´ warning that terrorists might be targeting bridges in Western states and reflects frustration by local politicians and law enforcement over when to warn the public.
