The combination of mild summer weather and energy conservation in California has had a dramatic effect.
So far California has avoided the forecasts of high temperatures and heavy use of air conditioners leading to electricity blackouts. During July temperatures were
three degrees below normal. And conservation helped keep energy use more than five percent below July of last year.

There was a larger drop of more
than 12 percent in June, largely due to consumer conservation.
