Deadline Nears in Power Talks

California officials and power generators face a midnight deadline for settling talks on how much the state is owed for alleged electricity overcharges. If they fail to meet the deadline, the judge overseeing the talks will make a recommendation to the Federal Energy
Regulatory Commission. The agency will then decide how much power suppliers owe the state and other utilities.
