State Republicans Present Plan

After months criticizing Democratic budget proposals, 15 State Senate Republicans have a plan of their own.

It accepts $20 billion in cuts proposed by Governor Davis, and then cuts another seven percent. It also freezes spending the next two years and doesn´t raise taxes or fees. But the plan does carry more than $5 billion from this year€™s deficit into the new fiscal year beginning July first.

It also carries nearly $3 billion from that year€™s deficit into 2004. The Republican plan predicts an end to the budget crisis now racking the Capitol beginning in about 16 months. Republicans are also rejecting Davis plans for tuition hikes at state universities and a Democratic idea to raise car taxes by $4 billion. Governor Davis and other Democrats are welcoming the new ideas. But they say they want to study them more closely before commenting.
