Fresno, CA — A survey shows California has one of the highest poverty rates in the nation after the cost of living is taken into account.

The official measure, which looks at income and the number of people per family, says the state has the 15th highest poverty rate in the country with more than 13% of its residents below the federal threshold.

But when housing costs are included, California jumps to third highest with 16% of its residents in poverty behind only Washington D-C and New York.
