Do diabetic ulcers always appear on the feet?

Diabetic ulcers are most common on the lower extremities (legs and feet) where circulation tends to be worst. The feet are especially susceptible because those wounds can go unnoticed allowing severe infection to set in, particularly in patients who have lost sensation. Diabetics may also have difficulty healing after surgical procedures because of poor circulation and because of increased risk of infection at the surgical site.
