Neighbors of an oil refinery that has leaked noxious clouds twice this week are pressing for tighter regulation
of the plant.
Accidents at the Equilon Martinez Refining Company forced area residents to shelter in their homes Sunday and Wednesday. Plumes of yellowish, sooty smoke billowed from the plant. While no one reported serious injuries, the incidents are prompting Contra Costa County supervisors and the Bay Area Air Quality Management District to consider new controls over the plant.
The Martinez City Council will hold a town meeting Wednesday about the plant.
