Deficit Could Provoke Prop 13 Attack
A key California taxpayers group believes the selection of former state senator Steve Peace to head Governor
Davis´ budget team will lead to attacks on Proposition 13.
But Peace, a former San Diego County lawmaker, says leaders of the Howard Jarvis Taxpayers Association are worrying for nothing. Association President John Coupal says the state´s $35 billion deficit could provoke assaults on the 1978 property tax-limiting measure. Peace calls Proposition 13 a sacred cow. It blocks homeowners property taxes from rising more than two percent a year. He warns, though, that commercial property taxes are a different story.
