Small business owners in the San Joaquin Valley say the state´s small business environment is unfriendly.
That´s according to a survey of thousands of small businesses by the Union Bank of California. A Stockton restaurant owner who was polled says there are too many fees and red tape when starting a business. Jimmy Toher says city and state governments should also do more to draw businesses to the area.
