Entrepreneurs are still bullish on California despite complaints about business over-regulation and the high cost of taxes, workers compensation and utilities.

Governor Davis´ administration is touting record-breaking business incorporation statistics to counter criticism from business groups and the two top Republicans who want to replace him in next month´s recall election.

A recent Field Poll found the economy remains voters´ top concern as Davis fights for his political life.

But the state´s seen an increasing number of business incorporations even as California´s economy soured.

The actual monthly record was reached in February with more than 8,600 incorporations. The latest figures available are from May, when there were nearly 8,000 incorporations. That was down from May 2001 but the trend has generally been upward since 1997.
