By limiting the use of fossil fuels that are far cheaper than green energy, University of Chicago economist Thomas Phillipson notes that “…climate preventionism accelerates global warming as cleaner U.S. fossil fuels are replaced by dirtier ones from abroad, including Russia;” and calls on the Administration to focus on innovation rather than prevention.
