One of the purposes of the census is determining representation in congress according to population. Why then can’t the Census Bureau ask if a respondent is a citizen? Counting non-citizens is fine but we should be able to discount the populations of non-citizens for purposes of political representation. Could it be that those areas of the country with a disproportionate number of non-citizens want to see the results skewed in their favor?
