A new study says a regional body should take control of the aging Hetch Hetchy water system. The
University of California study was commissioned by Democratic Assemblyman Lou Papan of Millbrae. It says the San Francisco Public Utilities Commission is
an unregulated monopoly wielding complete control over a critical system that is falling apart.
