Proposed Budget Reforms

Sacramento, CA — The State Senate has passed two measures that would change California’s budget process.

The first law requires the Governor to submit a two-year spending plan and five-year fiscal forecast to the legislature on a bi-yearly basis.

The second requires performance based reviews of every state program at least once every 10 years. SB 1426 and SB 1020 now head to the Assembly for a vote.
