Westbrook says the area will be with out water for approximately 3 hours.

Crews on scene say that it was an unmarked pipe, further details and the investigation is ongoing. The crew pointed out marks for a water pipe that were several feet away from where the crew was digging. The construction is to lay infrastructure for the CVIN broadband project.
