San Andreas, CA — A reprieve for developers when it comes to increased road fees. The Calaveras County Supervisors voted to not to increases the Road Impact Mitigation (RIM) fee by 2.62% and instead opted to wait until a general plan is approved. The RIM fee is charged to developers to help with road costs associated with new business and residential projects.
Calaveras Public Works Director Tom Garcia says, “Rather than going forward with a simple percentage fee increase based on the Construction Price Index they (the Board) wanted a more comprehensive fee update based on a new general plan.”
Garcia says the proposed general plan includes a new circulation element which shows where development is most likely to happen and the impact to the roads. It also calculates and distributes those costs to the various businesses and residential developments.
If the Board had approved the hike, county documents show that the cost developers would pay for a single family residence would grow from the current $4,429 to $4,545. In comparison to neighboring counties, Calaveras documents show that Amador County charges $6,380 for a single family new home. Tuolumne County is $3,115 for a parcel under two acres and $4,210 on parcels over two acres.
Garcia says the target date to complete the general plan is sometime in 2014.
