Public safety officials say they´re outraged that funds originally intended to improve California´s 9-1-1 call
system have been diverted in an effort to balance the state budget.
The federal government is requiring states and phone companies to create a tracking
system that will allow emergency crews to locate 9-1-1 callers on cellular phones.
