Governor Davis is opposing a proposed casino in West Sacramento. The state has sent the Upper Lake Pomo Indian tribe saying Davis is against casinos in urban areas. West Sacramento signed an agreement with the tribe earlier this week. But it still has to get approval from the federal government.
