A Stockton man accused of decapitating his 1-year-old daughter over the weekend has been charged with 1st degree murder.
33-year-old Khanh Duy Phan appeared in court yesterday. Court documents show Phan has a history of mental illness. Police say he turned himself in after the baby, Katherine Phan, was killed on Saturday.
