Officials are blaming an electrical malfunction for the release of a wall of water from a Placer County dam. Two gates at Ralston Dam popped open early yesterday morning as officials were conducting tests at a nearby powerhouse.
Authorities used helicopters to warn people downstream. There were no reports of injuries.
