Stockton wants to start dredging the San Joaquin River along Rough and Ready Island as part of a project intended to expand shipping operations and create 500 new jobs.
But first the city must go through a Regional Water Quality Control Board meeting.
The city faces opposition from neighbors and environmentalists that say the expansion could harm the river, and the fish that live in it.
The meeting is set for Thursday.
