A jury has been selected to decide if the actions of a former Placerville police officer were theft or legitimate financial planning. Frank Santos Junior is accused of felony elder abuse. He’s accused of using an elderly woman’s money to buy himself an SUV and transferred assets from her accounts into his. He says he did it so that the woman could qualify for MediCal.
