California state senators return to the Capitol this morning after a five-week break. In the coming weeks they´ll consider issues that include gun control measures, raising the legal smoking age to 21, and control over charter schools. The California Assembly hasn´t had a summer recess, as Democrats and Republicans remain in a stalemate over the long-overdue state budget.
