Study Suggests Term Limits Change

A new study proposes changes in California´s term limits law.

Researchers suggest replacing a six-year limit in the Assembly and eight years in the Senate with a simpler 14-year limit to individual legislative careers.

They say the new twist would keep Assembly lawmakers from leapfrogging to the Senate and vice versa.

The Public Policy Institute of California study says members could gain greater expertise where they started and boost the Legislature´s collective memory.

It would also keep intact an idea popular with voters — and credited with greatly increasing women and minorities in the Legislature.
