In November, Californians by a wide margin passed a landmark three billion dollar initiative to fund stem-cell research.

That may have been the easy part.

Now a state agency needs to be created from scratch to decide who gets the money and who benefits financially from any scientific breakthroughs.

Political wrangling is already underway over how the state will benefit and who will lead the new state agency.

State Senator Deborah Ortiz introduced legislation today to “reform” a proposition that is barely a month old.

The proposed law would require drugs developed with state money be made affordable for the poor and guarantees that California share in any profits from companies who benefit from the research.
