By H. Randolph HolderCalifornia spends $81,000 per year per inmate in state prisons. That is $5000 more than a year at USC costs including room and board. If a lack of education can be a precursor of incarceration then the $102 billion spent annually on K-12 education is wasted. Especially considering that California’s students, who once led the nation, now fare poorly compared to other states.
