Sacramento, CA — Lawmakers continue to squabble over terminology surrounding a $3 charge on property owners to raise money for flood control in the San Joaquin Valley.
Some legislators and staff members say the so-called fee is really a water tax.
The seemingly trivial debate is of significant interest to Republican lawmakers who have vowed to their constituents never to raise taxes.
Since the proposal involves the borrowing of funds, it will require the approval of six republican assembly members as well as two republican senators to pass.
Republicans are looking for assurances that the money will go into investments in hard assets, such as dams and levees.
The administration says the charge is similar to a connection fee that other utilities charge.
Floor debate on the governor´s waterworks plan is expected to begin later this month.
