Sacramento, CA – Non-partisan California Legislative Analyst Mac Taylor is criticizing part of Governor Schwarzenegger’s budget plan.
Taylor is urging the legislature to reject a proposal to shift funding from state prisons to higher education. Schwarzenegger is proposing that a constitutional amendment mandate that no more than seven percent of General Fund dollars be allowed to go to prisons and no less than 10 percent to higher education.
Taylor writes, “It would unwisely constrain the state’s ability to allocate funding where it is most needed each year; and is unnecessary, as the state already has the ability to shift funding among programs without this constitutional amendment.”
If approved, the Governor’s proposal would take effect in 2014-15.
