President Bush has been on the phone with Russia´s president to talk about plans for a U-S missile
The 12-minute phone call came hours before Bush was to give a major speech outlining those plans.

quoted Bush as assuring Vladimir Putin that America won´t make “unilateral decisions´´ on nuclear security.
But White House Press Secretary Ari
Fleischer would say only that Putin was “appreciative´´ that Bush had “reached out´´ to him.
