Bill To Assist Medically Uninsurable Goes To Governor
The Assembly on Saturday approved legislation by Assemblywoman Helen Thomson (D-Davis), Chair of the Assembly Health Committee, to address California´s individual health insurance market. AB 1401 responds to Governor Davis´ call to develop and implement market-based solutions to improve access to health insurance for medically uninsurable individuals. AB 1401 passed the Assembly on a 66-0 vote.
For Californians who have been rejected in the individual health insurance market due to pre-existing medical condition, the Major Risk Medical Insurance Program is the insurer of last resort. MRMIP provides subsidized health insurance coverage to individuals denied coverage in the individual health insurance market.
AB 1401 makes numerous changes to MRMIP and Cal-COBRA to provide coverage for people who want to buy health insurance but who cannot get coverage because of their health status. This can affect early retirees, the self-employed, people who work for an employer who does not provide coverage, temporary workers, and college students leaving their parent´s policy.
