Conservation by Pacific Gas and Electric´s residential customers fell by more than half compared with last summer. In 2001, residential energy consumption fell by 11 percent from the previous year. But this summer energy consumption is down only 4.4 percent. PG&E blamed the poor conservation efforts on population growth and reduced concerns about possible rotating power outages. The state´s 20-20 program just ended its first month for the summer of 2002. The program offers a 20 percent energy bill reduction for residential customers who lower their energy consumption by 20 percent from 2000.
