LAPD Is Showing Improvements

A report says the scandal-plagued Los Angeles Police Department is doing a pretty good job of enacting federal-ordered reforms.

The quarterly report from an independent monitor found that the LAPD had “substantially completed” a reorganization.

But in some cases, it says, the department has missed time limits for investigating complaints of officer misconduct and for notifying a civilian police commission that it was looking into an officer´s use of deadly force.

The reforms were ordered to avoid a federal lawsuit amid allegations that the police department had shown a pattern of civil rights abuses.
