Assemblyman Dave Cogdill of Modesto is not happy with Governor Gray Davis´ new budget plan. Davis announced deep program cuts and tax increases this week, after maintaining for months he would not increase taxes. Cogdill says the proposed tax hikes aren´t scheduled to take effect until January 2003, two months after the November election. He says there are also a number of hidden tax increases in Davis´ plan. Cogdill says Davis should be honest about it if he wants to increase taxes.
