Davis Drops Talks With Tribes
In one of his last acts as governor, Gray Davis Friday dropped a timetable for talks with Indian tribes that could have handcuffed incoming governor Arnold Schwarzenegger. In February, Davis sent a letter to all 61 tribes with state gambling compacts asking to negotiate tougher rules to minimize the impact of casinos on traffic, water, air quality, sewage, noise and wildlife habitat.
Under the complex terms of the compacts, his letter triggered a year-end deadline for new agreements – or tribes could have sued in federal court alleging the state was negotiating in bad faith.
But Davis´ administration won´t have time to complete the talks before it gives way to Schwarzenegger´s on Monday.
