Proposal Made to Change Recall Rules

A Los Angeles lawmaker has introduced a proposed constitutional amendment to reform the recall process behind the attempted removal of Governor Davis.

Proposed reforms by Democratic Assemblyman Mark Ridley-Thomas will require more signatures to qualify a recall election and ban replacement candidates. It must receive a two-thirds vote in the Senate and Assembly to reach the ballot, where more than half the voters must approve.

The measure is likely to be debated through much of next year and does not affect the October election.
