Governor Hopes To Break Prision “Code”
Governor Schwarzenegger has signed legislation designed to break a code of silence that critics say stifles prison corruption investigations. But the governor has vetoed a bill that would require rehabilitation plans for each inmate in an attempt to reduce recidivism.
The prison investigation bills are designed to strengthen the office of the prison system´s inspector general and protect prison employees against retaliation when they report crimes or corruption.
The bills also require the Department of Corrections and the Youth Authority to adopt codes of conduct for their employees.
