No one seems to know who´s behind Freba Fay, an L.L.C. based in Philadelphia. But they´ve given 100-thousand dollars to California´s Proposition 51. Not even the measure´s backers know the identity. Their measure aims to steer 30 percent of state taxes from car buying to projects that relieve traffic congestion.
