Court Could Decide Today to Delay Recall

A panel of three federal judges in California is set to decide today whether the governor recall election should be delayed.

Legal challenges to the October 7 recall claim its fast track would make it more difficult for minorities to vote.

Critics say Monterey County’s plan to pull off the vote on short notice by consolidating some polling places would disenfranchise its large Hispanic population.

Federal law requires the Justice Department to sign off on any changes to voting procedures in counties with a history of low voter participation, and Monterey is one of four counties that qualify.

The department has approved the recall election date, but not Monterey’s proposal to cut the number of polling places from 190 to 86.
