State Senate Expands Homeowners Rights

Eight million California homeowners could gain new rights to put up political signs and fly flags under a bill passed yesterday by the state Senate. The bill is the newest of several in recent years to expand rights of homeowners who live under private rules of homeowners associations.

The Senate vote returns the bill to the Assembly, which must agree to Senate changes.

Supporters of loosening restrictions say the bill gives residents the same rights as those who live in traditional neighborhoods. The bill allows signs made of paper, cardboard, plastic or fabric in yards and doorways.

Opponents say residents buy into such neighborhoods for a regulated visual environment.
