Tribes Await Signature By Davis

Sixty-one California Indian tribes have gambling agreements with the state, and about two-dozen more want state pacts to operate casinos as well. Governor Davis is including all the tribes in ongoing negotiations over conditions under which the tribes operate casinos.

Tribes are outraged that he will not first sign compacts with the two-dozen tribes identical to the compacts he signed with 61 other tribes in 1999. A spokeswoman says Davis isn´t denying the compacts – but neither will he sign what he considers to be antiquated agreements while negotiations are underway to alter those agreements.

Some of the tribes that missed out on the first round have been waiting since May 1999 for Davis to consider their applications.
