Davis Approves Parole For Killer

Gray Davis has approved the parole of a man who beat a longtime friend to death in an argument over drug money. It´s only the fifth parole allowed by the Democratic governor since he took office more than four years ago.

Davis says Richard Kemp´s killing of Larry Proctor in Stockton in 1982 was a shockingly brutal crime but that Kemp has demonstrated exemplary conduct since then and shown that he was not a risk to society.Kemp was convicted of second-degree murder and sentenced to 15-years-to-life in prison for beating Proctor to death with a baseball bat after Proctor refused to loan him money to buy cocaine.

The 22-year-old Kemp had just spent $3,000 on coke that he consumed during a three-to-four-hour free-basing session.
