Penalty for Not Reporting Stolen Guns Clears Assembly

Handgun owners could be fined up to $250 for failing to tell police when their firearms are stolen, under a bill that´s been approved by the state Assembly.

Supporters say the measure by Assemblyman Alan Lowenthal of Long Beach would help law enforcement agencies track and prosecute gun thefts and the illegal transferring of firearms. But opponents contend the bill would unfairly penalize owners who don´t realize their firearms have been stolen.

Lowenthal says the fines would be levied only against owners who knew or reasonably should have known that their firearms were gone.
