I think money spent keeping youth busy with something positive is way better spent than on fancy jails. Millions spent for jails and only thousands on OUR kids. Seems a terrible shame.

It's not keeping youth busy. It's mostly the parents fault that the youth go bad. The millions spent on a jail is needed to keep the deadbeat parents in jail to keep them from negatively influencing their youth.
