IF the feds had initiated fire control on day one this would not have been such a wide spread disaster. How about looking into the 3 day head start the feds gave the burn until someone could find the funding?
Back in the 70's this was common practice in the Winter to send out inmate hand crews to clear fuel breaks before fire season started in preparation if the big one got started.
This is still the primary mission of CAL FIRE inmate crews in the winter to clear, thin, and burn vegetation on state responsibility area. The U.S. Forest Service will occasionally contract with CAl FIRE inmate crews to assist in thinning projects on federal responsibility lands. CAL FIRE inmate crews did some work recently on HWY 120 north of Groveland for the Stanislaus National Forest. Not sure if it helped in that area of the Rim.
