How about 4 at large members, that way you don't have majority control, like our federal govt.

Eliminating the Design/Review boards is a logical start. The few that I know on those boards are power zealots, wanna be prima donas, trying very hard to keep themselves validated in their communities as finger wagging, decision makers. They may have served a purpose at one time, but they've outlived and overstayed their necessity. Like fish and some in-laws, they begin to stink after a few days. I'm sure to see them at the meetings fighting for their right to stink.

I reccomend a moratorium on most local govt.
Let the clerks do the work...after all..they do anyway.
