Well, there goes Jerry's brilliant budget in less than a week.
The governor maintained that the budget "is projected to remain balanced for the foreseeable future." That depends on what one means by balanced.
It hinged in part on factors outside his control, including the outcome of the upcoming fights in Washington over the federal debt ceiling and spending; the pace of the economic recovery; the court reaction to the governor's attempt to take back control of state prisons; and the state cost of federal health care reform.

The future forecast shows only tiny reserves. Forget about the rainy day account voters were promised back in 2004 in exchange for approving $15 billion in one-time borrowing. The requirement can be suspended by an executive order of the governor, it's already gone.

I worked in the prison system. The waste in the medical area they are talking about is unbelievable and beyond comprehension. No one in the U.S. is getting better medical service than the inmates of CA., who, what a way to encourage crime and corruption. I have known inmates who have come back to prison after getting out so they can complete their medical procedures. The entire system is beyond understanding.

Well we are aware that by cutting the prison population by shuffling them to the county jails uto comply with washington has a cause and effect. By doing this our local police are charging anyone who commits a crime that causes them to go to prison with everything they can get on said person so they end up in the state prison not the county jail.
