Substations might be cheaper and more effective if they are in FEMA trailers located in the worst trailer parks. What could be better than low cost, low rent, and low lifes under casual, indirect surveilance?

I live in a forested area with a handful of nice conventional homes as well as several very old single wide mobile homes still here from the 60's. I do not think being poor equates to being less moral or honest than those with money. All my neighbors are nice folks and cause no problems.
