SOS Why would I not be serious? They bury power lines in other mountainous parts of the country. And they don't have to go repair the lines after every storm...

There is a program in place to bury power lines, most recently 1.5 million was used to bury lines in Columbia http://www.mymotherlode.com/news/local/1698829/Columbia-Trafic-Delays.html

It takes TIME to modernize. There are inherent problems with about any civilian power scheme. Buried power lines can be hit....for one.
